feat: allow ClickHouse batch limits and async-only inserts to change at runtime (#4114)

* replace DynamicPipeline pipelines in place without dropping pending events

* allow ClickHouse pipeline batch limits to be adjusted at runtime

* add use_async_inserts_only option for ClickHouse backends

* group ClickHouse backend form settings into sections

* start ClickHouse pipelines with the saved batch limits

* swap ClickHouse pipelines using the latest saved backend

* cover a swap queued behind the coordinator while newer limits are saved

* cover a ClickHouse pipeline swap with an insert in flight
