fix(build): never derive a release number for development builds

Builds without an explicit release selector derive their version from
the latest tag. On release/* branches every commit after a tag became
X.Y.Zrc<distance>, and local builds on other branches became
X.Y.Za<distance>. A development build could therefore carry the same
version as a release candidate or alpha that is, or will be, published.
Generated Modules pin the CLI version that created them, so a Module
created by such a build installs different code than the one that
created it.

A commit at a tag now gets that tag's version. Any other commit gets a
development build of the next pre-release, for example 5.0.0rc1.dev3
three commits after v5.0.0a2 on release/5.0.0. Release-workflow
dispatches without a selector use the run ID as the development number,
so each run gets its own version instead of always X.Y.Zrc0.

main, explicit alpha/RC/GA builds, and GitHub Actions builds on other
branches are unchanged.
