commands: getprivatekeys: don't iterate over the characters of an invalid address (#11020)

* commands: getprivatekeys: don't iterate over the characters of an invalid address

A single string that is not a valid address was treated as a list of
addresses, so the error named only its first character
('Invalid bitcoin address: m'). Now the whole string is reported.
An empty string now raises an error instead of returning [].
