CA-431795: Mitigate stuck vGPU migration (#7276)

vGPU migrations are sometimes getting stuck due to an NVIDIA plugin
never returning, and the only way to fix this is to reboot the host.

This PR adds a few mitigations to this:
- timeouts on how long stunnel should wait for an unresponsive socket
- allowing xenopsd tasks to be cancelled after a VM save is completed
- recovering the vgpu PID from the command line when it is lost from
xenstore
