fix(stack): run native pg_cron jobs in background workers (CLI-2617) (#7039)

## TL;DR

fixes every pg_cron job run failing with `connection failed` on the
native runtime

## whats broken?

native postgres listens only on its socket, but pg_cron by default opens
a libpq connection to `localhost:5432` for each job. nothing listens
there, so every run failed with `connection failed`, or `job startup
timeout` on macOS.

## now fixed by:

native postgres now runs pg_cron jobs in background workers and defaults
`max_worker_processes` to 17
below your own config, `ALTER SYSTEM` and `[db.settings]`. supautils
stays preloaded so jobs keep their docker role policies
 shadow databases keep pg_cron's default mode
