Move the Jev decisions into the pipeline spec; delete the Jev plan

spec/pipeline.md now holds what the plan decided and measured: Jev as an
opt-in backend per step, the classify and deduplicate contracts on Jev
(the one-story rule, wider net, merged-headlines launch, no headline means
no merge), agy launches and tokens per night with Jev's monthly cost, and
the bench conclusions, including why section routing was rejected. It also
corrects the LoadResources contract: a high failure rate is a warning, not
a failed run. bench/README.md and the bench script point to the spec
instead of plan stages.
