[GHA] Run Plumber on the workflow files and show its score in the README (#5149)

* [GHA] Add a Plumber check for the workflows and its score badge

Runs the Plumber analysis on pushes to master and on pull requests, so
unpinned actions, missing token permissions and persisted checkout
credentials do not come back. The job passes at 100 points, skips
Transifex pushes like the other workflows, and publishes the score shown
by the new README badge.

.plumber.yaml keeps the default rules and only lists the third-party
actions the workflows already use as trusted sources.
