sec: remove legacy sec-scanners-config.yaml (GHAS CodeQL migration cleanup) (#623)

## Description

Removes the legacy Checkmarx One / BDBA security scanner config
(`sec-scanners-config.yaml`) as the **final step** of the GHAS CodeQL
migration (https://github.tools.sap/kyma/backlog/issues/10544).

## ⚠️ Do not merge until the CodeQL migration is live

Per the migration issue, `sec-scanners-config.yaml` must be removed
**only after** the advanced CodeQL workflow
(`.github/workflows/codeql.yml`) has merged to `main` and the **first
scan is verified** running. This PR is opened ahead of time as a
ready-to-merge follow-up; it is **blocked** on the corresponding
`sec/migrate-to-ghas-codeql` PR merging first.
