ci: move third-party license generation into the Dependabot post-update hook (#108)

Regenerate LICENSE-3RD-PARTY.txt from .github/dependabot-post-update.sh,
which the apix-action Dependabot workflow runs before approving and
merging. The workflow stages the result and commits it as a signed
commit, so the hook contains no git commands.

Delete the standalone dependabot-auto-approve.yml; approve/merge now
runs through the reusable _dependabot-jira.yaml workflow.

The hook pins cargo-about 0.8.4 and passes --locked, matching the
version and flags ci.yml uses to verify the notice.
