Expose timestamps in Session/Batch details() (#3426)

### Summary

Expose the optional `timestamps` list returned by `GET /v1/sessions/:id`
in the dictionary returned by `Session.details()` and `Batch.details()`.

Each entry contains the session status and the timestamp at which the
corresponding state transition occurred. The value is an empty list when
the API does not provide timestamps.

### Details and comments

- Document the new `timestamps` entry in `Session.details()`.
- Extend the test registry to support session timestamps.
- Add parameterized coverage for `Session` and `Batch`, with and without
timestamps.
- Add a release note for the new user-facing field.
