fix(cli): create `supabase_functions` on the stack backend (CLI-2626) (#7029)

## TL;DR

fixes migrations with database webhook triggers failing on the stack
backend with `schema "supabase_functions" does not exist`

## whats broken?

the regular docker `supabase start` creates `supabase_functions` in its
postgres entrypoint, which neither stack runtime runs, so webhook
triggers failed on both `--runtime native` and `--runtime docker`

## now fixed by:

the stack catalog creates the schema, its tables, `http_request()` and
`supabase_functions_admin` before migrations, only when missing and
under an advisory lock, and leaves the image's own `pg_net` policy alone

existing stack databases get it on their next stop and start, and the
shadow cache key moves so `db diff` rebuilds its baseline.

> [!NOTE]
> a migration that recreates `supabase_functions`, like the workaround
in the issue
now fails on the stack as it does on the regular docker start, so delete
that migration file
