fix(stack): allow functions serve overrides after stack start (CLI-2628) (#7028)

## TL;DR

fixes local `functions serve --env-file` and `--no-verify-jwt` failing
after a normal stack `supabase start`

## what's hurting?

studio gets its Functions URL through a binding that also makes it a
lifecycle dependent of Functions

that means Studio blocks the restart needed to apply a temporary
override, even when Studio is idle. the same guard blocks restoring the
saved configuration on exit..

## now fixed by:

keeping Studio’s Functions URL binding without making Functions a
startup prerequisite for studio
functions can use the existing restart and cleanup paths to apply the
override and restore its saved configuration
studio stays in its current state
