Fix creating the PR in `update-python-support --auto-update`.

`gh pr create --fill` needs the history of the base branch which a shallow
checkout does not have. Also do not ask whether to proceed after an error if
there is nobody to answer, e.g. in CI.
Pull Request #308: Add ability to run `bin/update-python-support` in CI.
