Require a verified cluster, TLS mode, and schema

join_transaction matches pg_control_system().system_identifier and the
database name, so different loopback postmasters are not one server.
require_ssl accepts only sslmode=verify-full. Startup resolves tables
with to_regclass and checks column types, nullability, and primary keys.
