build(frontend): override encoding-sniffer to 1.0.2 (drop deprecated whatwg-encoding)

whatwg-encoding@3.1.1 is deprecated in favour of @exodus/bytes. It reached
the frontend only through the dev-only chain jest-serializer-vue-tjw@4.0.0
-> cheerio@1.2.0 -> encoding-sniffer@0.2.1 -> whatwg-encoding@^3.1.1, and
is the last deprecation warning in frontend/ that no other open change
already owns.

Override encoding-sniffer to 1.0.2 exactly. That release carries the same
migration upstream made in
https://github.com/fb55/encoding-sniffer/releases/tag/v1.0.0, so the
override is the version cheerio itself moved to in
https://github.com/cheeriojs/cheerio/pull/5157 (merged, but not yet in a
cheerio release). It exports the API cheerio imports (decodeBuffer and
DecodeStream), and @exodus/bytes@1.16.0 is already in the lockfile, so no
package is added. whatwg-encoding, iconv-lite and safer-buffer are dropped.
The exact pin matches the repository convention; the override can be
deleted once a cheerio release ships the bump.

No deprecation guard is added: periodic cleanup is enough, per
https://github.com/bacluc-agent/ecamp3/pull/74.
