h3go: check the tiling, shared points and grid metric exhaustively (#158)

Four tests that enumerate every cell up to a resolution and need no
reference to state what they check:

- The areas of the cells of a resolution sum to the area of the sphere.
  Measured within 1e-15 relative to res 5 with a compensated sum; the
  bound is 1e-9. Children do not tile their parent, so there is no
  per-base-cell form of this.
- Every cell's boundary passes through the point of each of its
  vertices. The point comes from the owning cell's boundary, so for the
  other cells that meet there this is the check that neighbours agree on
  where their common corner is. Worst separation 7.6e-14 degrees to
  res 4; the bound is 1e-11.
- Every directed edge has the length of its reverse, which the neighbour
  computes from its own boundary, and a cell's edge lengths sum to the
  perimeter of its boundary.
- Around every cell, grid distance to each member of its 3-disk is the
  ring it was found on, is declined in both directions or neither, and
  has a path of the right length that steps between neighbours; within
  the 1-disk it is zero exactly on the diagonal and at most two. The
  reference declines a pair with E_FAILED when the cells are too far
  apart or separated by a pentagon. From res 2 exactly 1,200 disk pairs
  per resolution are declined, every one with a pentagon within the
  disk, and the test requires that; at res 0 and 1 a 3-disk spans
  several faces and pairs are also declined as too far, so there the
  test only counts them.

The default enumerates every cell to res 2, about a second under the
race detector on two cores; H3GO_INVARIANTS_MAXRES raises it. Res 3 is
ten seconds on two cores and res 4 about a minute, nearly all of it in
the grid metric. The shared CI runners take the whole package an order
of magnitude slower than that, which is why the default stops at res 2.
