docs(migration): end the Skyhook migration window in v0.21.0 (#779)

The migration guide promised that operator v0.20.0 removes the legacy
skyhook.nvidia.com API group, the legacy runtime-required taint key and
the skyhook_* metric series. None of that removal has been built: the
legacy webhook still only warns, both metric sets are still published,
the taint shim is still in place, and the chart pre-upgrade hook that
has to gate CRD removal does not exist yet. Shipping v0.20.0 against
that promise would break the one date the docs told users to plan
around.

Move the deadline to v0.21.0, so the window spans three minor lines
(v0.18.x, v0.19.x and v0.20.x) instead of two. All three removals still
happen together in one release. Every doc that names the deadline is
updated, along with the chart README, the debug pod example, the two
chainsaw test comments that key off it, and legacyMetricRemovalRelease,
which is what the skyhook_* help text reports from /metrics.

The operator v0.18.0 and chart v0.18.0 release notes still say v0.20.0:
they record what those releases shipped. A Deprecations entry under
Unreleased tells users the date moved.
