feat(init): bootstrap `composer create-project` via shared init script (#64)

`composer create-project projek-xyz/template <dir>` now self-initializes:
after dependency installation, composer fires `post-create-project-cmd`,
which runs `scripts/init.php`. The GitHub instantiation path (`init.yml`) runs
the **same script** — one transformation implementation, two triggers.

**And the script now lives under the `Projek\` namespace**, with global calls
qualified (`\str_contains(…)`, imported SPL classes) per the repo convention
— PHP's name resolution differs by kind (functions fall back to global,
classes never do), which the spec covers via `use function Projek\…` imports.

**The PHP floor is now `>=8.0`** (was `>=7.2`): it buys the `str_contains(…)`
spelling over `strpos(…) !== false`, and composer now refuses installation
on 7.x *at resolve time* with a clear platform error instead of the hook fataling
mid-rewrite. The CI matrix drops 7.4 and runs 8.0–8.5; `composer.json`, the
tracked lock, `AGENTS.md`, and the spec fixture all state the same floor.
