feat: query imported JSONL and typed CSV records locally (#6)

Local inGitDB queries and point reads now support DataTug's JSONL and typed CSV exports. They preserve explicit transport IDs, exact integers and decimal strings, and decode declared binary transport consistently with the generic adapter.

Malformed imported IDs or binary values return errors instead of collapsing or silently changing records. Point-read errors also update the DALgo record state; ordinary sparse records and explicit nullable NULL values remain compatible. Remote GitHub querying is outside this local adapter's scope.

Validation: full GOWORK=off tests/build/vet, zero golangci-lint issues, 97.6% statement coverage against the repository's 80% CI minimum, published DALgo/native/generic adapter dependencies with no replacements, and independent exact-head review. Real native CLI queries and point reads pass for all five DataTug formats in preview integration tests.
