fix(test): point USERPROFILE at the fake home in the default kubeconfig test (#324)

test_empty_kubeconfig_uses_default_location creates a fake home with a
.kube/config and sets HOME to it. On Windows os.path.expanduser reads
USERPROFILE, not HOME, so _get_api_client() looked in the real user profile.
Without a kubeconfig there the test failed, and with one it passed by reading
the developer's own file.

Set USERPROFILE to the same directory so the test uses the fake home on
Windows too. Nothing changes on Linux, where USERPROFILE is not read, and CI
runs on Ubuntu only.
