Fix dependency audit resolution and use cadence-neutral names (#1400)

Preserve compatible pnpm security updates by regenerating stale peer resolutions with isolated metadata and disabling optimistic repeat install. Prune unused exact release-age exclusions without discarding resolved patches or weakening existing workspace policy.

Verify published patches and explain parent constraints in the PR report. Rename the workflow, helper, tests and publication identities to dependency-audit while retaining January 30 and manual dispatch.

Keep generated dependency files and reports out of this implementation commit; dependency updates are produced by rerunning the workflow.

Validation: 224 audit tests; complete repository suite; 100% execution coverage, including malformed registry metadata, policy restoration and unverified parent constraints; lint, formatting and type checks. Disposable producer run fixes source-map-js and passes frozen install and production build.
