feature: chat: add

* docs: issues: the chat plan's step 1 and the coverage gate

plan-c §0.1 adds export-tree.ts and export-tokens.ts to packages/client/src,
and I3 requires client coverage to stay at 100. Added exactly as specified,
lint-clean and tsc-clean, they measure 0% and the gate fails on all four
metrics — .nycrc.json is `all: true`, so a file nothing imports is still
counted.

The two files have no consumer in v2: §3.2 and §5.1 both say chat imports
nothing from client, and AstBlock takes AstTree from commands. §0.1 is a v1
leftover, and it is the only step that edits client at all, which is what I1
hangs on.

Recorded with both options measured, since the choice between keeping them
and covering them, and dropping them, is the maintainer's.

* feature: client: the two exports packages/chat will import

plan-c §0.1 — export-tree.ts re-exports Tree from editor-ast-tree/Tree.tsx
and the ParseResult type from store/state.ts, and export-tokens.ts
re-exports tokens.css. Only Tree.tsx and not the barrel, which drags in
#editor and #editor-ast-json.

Nothing imports them yet: §3.2 and §5.1 move the tree into
commands/components/, so these have no consumer in v2. The client's
.nycrc.json is `all: true` with checkCoverage at 100, so the two files
measured 0% and failed the gate on all four metrics. export.spec.ts covers
them by asserting the re-exports are the same bindings as the originals and
that export-tree exports Tree and nothing else.

client: 1048 tests pass, coverage 100% on all four metrics, tsc clean.
I1 holds — three new files, no edit to an existing one.

* feature: commands: the package, its runner and the coverage gate

plan-c §2.2 and §3.8 — @putout/editor-commands, private, type module, with
checkCoverage at 100 on all four metrics. .madrun.ts rather than the plan's
.madrun.js: three of the four packages here use .ts, madrun reads either, and
§3.1 asks for .madrun.ts for chat.
