Allow including mock devices in results, use new API features (#3433)

### Summary

Make use of the new API features for:
* opting-in for including mock devices and jobs from mock devices in
`QiskitRuntimeService.backends()` and `.jobs()`
* allow to distinguish if a device is a mock device (via `.is_mock`)

Under the hood, `QiskitRuntimeService` retrieves _all_ devices at
account initialization time, and performs the filtering on demand.
