Report the NetArchTest license spec as inconclusive when GitHub is rate limited

The spec only gets the license from the GitHub API. When the rate limit is
exhausted the license is "Unknown" and the spec failed, which reported a spent
budget as a defect. The risk enricher specs already skip in that case, so move
that check to a shared LiveGitHub helper and use it here too.
