Commit Message

Req: pin linting and dev tools to current stable

This prevents linting and development tool releases breaking Travis,
local builds and developer setups.

Linting and development tools can be adjusted at leisure, and we can fix
new errors detected by the linters at the same time and without stress.
It also means that we will be forced to check version for Django
compatibility, since some of our minimum versions we had didn't support
our current Django minimum version.
