Improve Search Server text search performance (#1331)

* perf(search-server): add trigram search index

Build the PostgreSQL index concurrently and serialize startup setup so existing deployments stay writable during the one-time build.

* feat(search): add Postgres connection timeout

* perf(search): materialize text matches

* fix(search): escape SQL wildcards

Treat user search terms as literal substrings so percent and underscore cannot broaden queries or bypass adapter-consistent matching.

* feat(search)!: paginate text search

BREAKING CHANGE: GET /api/v1/search now returns a paginated object instead of a string array. Consumers must follow nextCursor to retrieve later pages.

* perf(search): bound PostgreSQL searches

* feat(search)!: reject short text queries

BREAKING CHANGE: GET /api/v1/search returns 400 when q contains fewer than three Unicode characters.
