chore: remove unused proxy listener on PROXY_PORT (#1232)

The :pg_proxy listener (PROXY_PORT, default 5412) accepted clients in
:proxy mode, but nothing connects to it. Cross-node proxying uses the
pool's internal shard listener from get_pool_ranch/1. A client
connecting directly would start a pool with mode :proxy, which crashes
in get_local_server/1.
