fix(gf): bound the frozen-CSR recurrence's first block budget; free the stopped sparse state

block_lanczos_array preallocates its coefficient (and PARTIAL W) buffers at
max_iter, and the fallback passed ceil(N/p): ~32 N p bytes, GiBs at a 10M
frozen basis that converges in a few hundred blocks. Start from
max(_CSR_INITIAL_BLOCKS, 4x the blocks the sparse kernel reached) and let the
existing doubling raise it. The fit decision now precedes the restart, so the
stopped sparse run's Q/W are released before the array kernel builds its own.
