Reject CBOR string lengths that do not fit in usize (#788)

Casting the u64 length of a byte or text string to usize silently
truncates it on 32-bit platforms (the supported embedded targets,
e.g. thumbv7em-none-eabi and Wasefire). An input announcing a string
of 2^32 bytes was parsed as a much shorter string instead of being
rejected, so the same input was accepted or rejected depending on
the pointer width of the platform.

Convert the length with usize::try_from and treat a failed
conversion as incomplete data, which matches what 64-bit platforms
already return for such inputs. The behavior on 64-bit platforms is
unchanged.
