fix(server): sampling ticks stay on a fixed grid instead of setInterval

The shared sampling timer used setInterval, which re-arms from the time
each tick actually ran, so lateness is never made up. At a 10 ms interval
an idle server sampled 98.2 to 99.2 times per second instead of 100, and
fewer under load. Ticks are now due at start + k * interval: a late tick
is followed by a shorter wait, and ticks already a whole interval in the
past are skipped rather than fired back to back.
