Fix Spring bean creation failure in LocationOnlyUpdateListenerEventFilter

Removing the no-arg constructor in a prior commit left two ambiguous
public constructors with no @Autowired hint. Since the class is
@Component-annotated and picked up by CommonBeans' component scan,
Spring could no longer resolve which constructor to use and failed
with "No default constructor found", breaking every
BeekeeperSchedulerApiary context (and thus all its integration tests).
The class is already manually instantiated in CommonBeans, so drop the
redundant @Component annotation.
