chore(api): remove deprecated rules from rector withSkip

Rector 2.6.7 validate-config reports these skipped rules as deprecated:
CombineIfRector, ExplicitBoolCompareRector, SimplifyIfElseToTernaryRector,
AllowMockObjectsWithoutExpectationsAttributeRector, DisallowedEmptyRuleFixerRector.
They are part of no set, so skipping them has no effect. Rector code changes
from the required run were reverted; only the config cleanup is kept.
