feat(generator): page navigation (prev/next) follows the sections tree (#2495)

Navigation links were computed for each section and each of its sub-sections,
each pass overriding the previous one: the result depended on processing order,
on globally unique weights, and sub-section index pages were left out.

Navigation is now computed once per root section, walking its sections tree
depth-first: own pages and sub-sections are sorted together with the section's
`sortby`, and each sub-section index page is followed by its own pages.
Sections without sub-sections are unchanged.

The prev/next metatags are no longer emitted alongside the paginator links.
