fix(safe-queue): send camelCase query params to the queue service (#3540)

[safe-queue-service#283](https://github.com/safe-global/safe-queue-service/pull/283) (PLA-2028, shipped in queue-service v0.6.0) made every multisig-list query param camelCase and dropped the snake_case names with no alias. CGW still sent two of the old names:

- `/multisig-transactions/batch` with `safe_tx_hash`: `safeTxHash` is now required, so every chunk returns 422. `getMultisigTransactionsBatch` logs and drops failed chunks, so history quietly loses the queue-service origin/notes overlay (`bindQueueOrigins`).
- `/multisig-transactions/queue` with `nonce_order`: FastAPI ignores unknown params, so the order falls back to `asc`. `getLastTransactionSortedByNonce` asks for `desc, limit 1` to find the highest queued nonce, gets the lowest one, and `getNonces` then recommends a nonce that collides with a transaction already queued.

Neither old nor new queue-service versions accept both spellings, so this needs to deploy together with queue-service v0.6.0 in every environment where `FF_SAFE_QUEUE_SERVICE` is on.
