logging: silence SA1007 on intentional URL parse fixtures

The redaction tests need a real url.Parse error to check that credentials in the input never reach log output, so they parse a deliberately invalid URL. Staticcheck flags the constant as a bug; the ignore keeps the fixture and scopes the exemption to those two lines.
