Support RowsColumnScanner interface (Go 1.27+) (#1816)

This pull request introduces support for the `RowsColumnScanner`
interface in the Go MySQL driver for Go 1.27 and above. It adds
efficient, type-safe column scanning for both text and binary protocols,
and includes comprehensive tests to ensure correct conversions, memory
safety, and zero-allocation performance. Additionally, it clarifies the
return type of `parseBinaryDateTime` for improved type safety.
