Docs and references fixes for brier and standard_impl (#1059)

AI Usage Summary: Claude Code (claude-sonnet-4-6, opus 5 and opus 5.5) by Anthropic were used, individual tools are mentioned in the detailed message below.

* Adding in brier and standard impl as a basic test

* Restore hyperlinks on the Brier Score tutorial references

The branch had unlinked the Brier (1950) DOI, changing
[https://doi.org/fp62r6](https://doi.org/fp62r6) to a bare URL, and
added the Gneiting & Raftery (2007) reference as a bare URL.

Sphinx autolinks bare URLs, but in Jupyter they are only clickable if
the renderer has linkify enabled, so clickability was not guaranteed.
This also matches the form requested by the reviewer on PR #1100.

All three references in the list are now explicit [url](url) links.
Verified with sphinx-build and markdown-it: three complete hyperlinks
in both, no truncation.

The shortDOI is kept as-is. It resolves to the same AMS article as the
full DOI, and the full form contains < and >, which truncate when
rendered.

* Make the bias tutorial Further Reading URLs clickable

The six URLs in the Further Reading list were bare. Sphinx autolinks
those, but in Jupyter they are only clickable if the renderer has
linkify enabled.

Wrapped as [url](url), consistent with the Brier Score tutorial in the
previous commit and with the form requested by the reviewer on PR #1100.

Verified with sphinx-build and markdown-it: six complete hyperlinks in
both, no truncation.

* Cite the Gneiting & Raftery (2007) DOI instead of a personal-page PDF

The narrative citation for "strictly proper scoring rule" linked to
https://sites.stat.washington.edu/people/raftery/Research/PDF/Gneiting2007jasa.pdf,
an author's personal copy. Retargeted to the DOI,
https://doi.org/10.1198/016214506000001437, which is the same paper and
already appears in this tutorial's Referen... (continued)
