fix(chart): ship NOTICE in the packaged chart (#744)

helm package chart/ carried chart/LICENSE but not the root NOTICE added
in #720, so the Apache-2.0 attribution never reached chart consumers.

Add chart/NOTICE as a regular-file copy of the root NOTICE, and a
make chart-license-check target, run by Lint CI's meta-lint job, that
fails if chart/LICENSE or chart/NOTICE differs from its root file or is
a symlink. A symlink would dangle whenever chart/ is copied on its own,
as k8s-tests/migration/lib.sh does with git archive.
