fix(normalize): keep script vowel signs — Indic, Tibetan and Thaana numbers parsed to a different number

normalize() stripped every combining mark, erasing vowel signs that are
letters in Brahmic, Tibetan and Thaana scripts: hi "पचासी" (85) became
"पचास" (50). 5310 values in 0..=10000 parsed to the wrong number across
bn bo dv gu hi kn pa. Strip only optional diacritics (generic combining
blocks, Arabic harakat, Hebrew points).
