[TASK] For PHP-CS-Fixer, use the `runTests.sh` script instead of the Composer script on CI (#2372)

A new job `legacy-composer-checks` has been introduced in `ci.yml`
to make sure the legacy Composer scripts still work. Subsequent
migrations should move their calls here, too.
