Bump redis to 8.1.0 and sqlmodel to 0.0.47 (#468)

- redis 7.4.0 -> 8.1.0
- sqlmodel 0.0.38 -> 0.0.47 (sqlalchemy 2.0.48 -> 2.0.54)

Fix the new mypy errors:
- Remove casts that redis 8 type hints make redundant.
- Remove unused `type: ignore` comments in the models.
- Add `default=None` to the nullable `User` terms fields.
- Type `Webhook.description` as `str | None`, it is nullable in the DB.
