TTD Bid Adapter: fail over to a secondary domain on network errors (1… (#15712)

* TTD Bid Adapter: fail over to a secondary domain on network errors (10.29.x legacy)

Backport of the failover feature to 10.29.x.

When a request to the bidder endpoint fails with a network error (status 0, not a
timeout) within failoverMaxFailureMs, it is retried once on a failover domain. Timeouts
and HTTP error responses are never retried. After a request has been retried, later
requests are sent straight to the failover domain until the page is reloaded.

New bid params:
- failoverEnabled (default true): set to false to disable the failover
- failoverDomain (default bid-openpath.ttdcdn.org): hostname to retry on
- failoverMaxFailureMs (default 100): how long a failed request may take and still be retried

The reusable logic is in libraries/ttdUtils/ajaxFailover.js. The adapter keeps
registerBidder(spec) unchanged and wraps the ajax function core passes to callBids.

* CI: backport Safari runner fixes from 11.x so browser tests can run on 10.29.x

The Safari jobs fail on this branch for reasons unrelated to any code change:

- E2E (safari technology preview): the workflow runs `brew install --cask
  safari-technology-preview`, which fails because Apple no longer serves that build.
  Backport of #15422 (CI: use bundled Safari for browser tests): drop the cask install
  and the Safari Technology Preview safaridriver, and use the bundled `safari` browser
  name in browser_testing.json and wdio.local.conf.js.
- Unit (SafariNative): `greedySetTimeout can be cleared` is timing sensitive and fails
  on Safari. Backport of the test rewrite from #15063 (CI: Move Safari testing back to
  GH runners).

Only the changes that matter for 10.29.x are ported, not the rest of the 11.x Safari
runner history (#14946, #15156, #15342, #1554... (continued)
