test(webhooks): add unit tests for TrainingRuntime and ClusterTrainingRuntime update validation

Add table-driven unit tests for ValidateUpdate and ValidateDelete in trainingruntime_webhook_test.go and clustertrainingruntime_webhook_test.go. Verify that valid ReplicatedJob configurations pass update validation and invalid configurations return aggregate validation errors.
