fix(publish): a failed publish blocks only what a consumer's install needs

`applyPlan` stopped every package with an edge to a failed one. Only a
`dependencies` entry or a non-optional peer makes a consumer's install
need it: devDependencies are removed from the published manifest, an
optional peer that cannot be satisfied does not fail an install, and npm
proceeds without an optionalDependency it cannot find.

Measured on opra's 1.31.0 release: @opra/api-ui failed its first publish
and @opra/http - an optional peer and a devDependency of it only - was
blocked, with elastic, mongodb and sqb behind it.
