Remove IBMVisualizationTestCase, move more items outside of TestCases (#3424)

### Summary

Round of more tweaks aimed at trimming down the `TestCases`:
* revise `save_plotly_artifact` so it does not depend on `self`
attributes, removing the `IBMVisualizationTestCase` entirely and keeping
it as a function
* move class-level attributes to separate constants
* remove some `tearDowns` and assert-like class methods (converting them
to asserts)

### Details and comments

With this in place, `test/unit` is nearly there: just one `tearDown`
(which is easier to keep until fully moving to pytest, and just use a
built-in existing fixture), and ~25 methods that should be easy to move
to functions.
