build: develop on Node.js 26 and pnpm 12 (#1553)

The repository is developed on Node.js 26 from `.tool-versions`, which every workflow
reads now. The unit tests also run on Node.js 22, the least version the packages declare
in `engines`, which stays as it is.

Node.js 26 throws on a `FileHandle` that the garbage collector closes, where Node.js 22
only warns. `TestTools.fork` takes a file for the stdin of the cli now and closes its
descriptor itself, so the cli tests of conventional-commits-parser no longer open file
handles they never close.

pnpm 12 needs no migration: builds are already allowed through `allowBuilds`, no settings
live in `.npmrc` or in the `pnpm` field, and pnpm 12 finds no unknown setting in
`pnpm-workspace.yaml`. The lockfile stays as it is. `@simple-libs/*`, `@trigen/*` and
`argue-cli` are excluded from `minimumReleaseAge`, a day by default, by name instead of by
version, since they are taken right after they are published.

Checked with an install from scratch and a frozen one, both with no warnings, the unit
tests of every package on Node.js 26 with the garbage collector forced after each test,
lint of several packages, a package build, `lint-package-json` through `pnpm dlx` and the
git hooks.
