Bug 1308011 (Issue #500) - Manual backfill does not work properly + 0.46.0 release

In this change we add better logging to help understand any issues to be
encountered in the future.

Major changes in here:
* manual_backfill() won't take max_pushes anymore
* We fix the order of the revision list to start iterating from newest push
* We change the call _filter_backfill_revlist() to only_successful=True
* We change trigger.py to call manual_backfill() to imitate
  pulse_actions code path
