refactor(cli): cover `shared/cli` and `shared/stack-constants.ts` with effect lint (CLI-2593) (#6947)

## TL;DR

brings the `cli` area and `stack-constants.ts` under the effect lint

## whats introduced?

effect lint applied to `shared/cli`, `shared/stack-constants.ts` and
their tests:

- `shared/cli/**` and `shared/stack-constants.ts` allow list entries,
with the plain node npm launcher `cli/bin.ts` kept out
- `runCli` is an effect that `main.ts` runs once, instead of an async
function chaining three `Effect.runPromise` calls
- the three `Effect.provide` chains in `run.ts` are named
`Layer.provideMerge` chains in the same order, so layers build, share
and release exactly as before
- the analytics layer option lists the services it needs instead of
`any`, and `beforeParse` keeps its own error type instead of `unknown`
- `seed` applies its `--linked`/`--local` global flags after its
subcommands so they no longer leak into the root command's requirements,
and `root.ts` checks the root with `satisfies CliRootCommand` so it
keeps its real error type
- tests use `it.effect`, `runSupabaseEffect` with scoped temp dirs,
`FileSystem`, `Path` and `ChildProcess` instead of async helpers, spies
and `node:fs`, with every `as Effect.Effect` cast gone
- the hidden `db test` alias test now proves dispatch through the
handler's typed mutual exclusivity failure in a pinned env, instead of a
missing service crash
