fix(test): stop pinning the time value to a time zone

The value-shapes row for `time` asserted `Date 1970-01-01T08:20:30.000Z`,
which is the instant only at UTC+2: PostgreJS builds the Date from the
time components in local time, so the row passed here and failed on
every UTC runner. The first CI run of these tests is what found it.

It has a case of its own now, asserting what the README actually claims -
a string under pg, a Date here reading the same wall clock - and no
absolute instant. Checked at TZ=UTC and TZ=Asia/Tokyo as well as locally.
