Put annual npm security findings first in the PR body (#1395)

Keep annual audit reports in the PR body and Actions summary, attempt compatible security fixes first, preserve them across failed broader upgrades, and publish only the manifest and lockfile. Create regular umbrella PRs and let manual runs test the triggering revision. Correct security-version reporting after npm relocates packages and avoid duplicate direct-upgrade lines.

Validation: 37 focused tests and 8790 repository tests passed (362 skipped); Ruff formatting/lint and Pyrefly passed.
